If i apply for residency in Ecuador, do they keep my passport until the application has been completed.

No, they don't require your passport at all until the visa has been approved. However, the process is now only 30-45 days, so even if you do have to hand it over (and you shouldn't), you wouldn't be without it for long.

Be sure to have at least one copy of your passport with you if you do give the passport to government officials. Also be sure to have your tramité number with you at all times, in case you're ever asked for ID. Tell the police officer that your passport is with the government, and show him the photocopy and the tramité number.
