What kind of heating do homes have there, and how much do you need to use it? My understanding is that the climate is on the cool side.

The main source of heat here is sunshine. That's why houses are cold a lot of the time.
Some houses have fireplaces, but from the looks of most that we've seen, they're not used much, if ever.
During last July and August's (2010) cold spell (way colder than usual), oil-filled electric radiators were practically walking themselves out of stores and into people's vehicles.
The other option is a gas heater. Basically it's a large element where propane gas is ignited. The frame fits over the 40 pound gas tank (that's 40 pounds of gas, double the size of the one you use on a barbecue). A tank of gas is about $2.50 (the subsidized price), delivered.
The most popular form of heat, it seems, is another body under a blanket with you. I base that one on the number of kids up here in the mountains!!
